1713 Air Refueling Wing Provisional AREFW P formed in December 1990 at Al Banteen Air Base Abu Dhabi United Arab Emirates for Operations Desert Shield and Desert Storm to provide air refuelling support to coalition forces. 

The Wing controlled KC-135E Stratotanker aircraft deployed from 134 Air Refueling Wing McGhee Tyson Air National Guard Base Tennessee Air National Guard 19 December 1990 to March 1991. 

The Wing was inactivated in March 1991.
