The Japan Maritime Self Defense Force Fleet Air Force element is tasked with patrol anti submarine warfare ASW and rescue tasks. The Fleet Air Force has 7 land based Aviation Groups with bases around the coast of Japan with P 3 Orion patrol aircraft US 1A flying boats for ASW and SAR and SH 60J Seahawk and UH 60J Blackhawk helicopters deployed to each surface escort force.
Fleet Air Wings 1 2 4 and 5 has P 3C Maritime Patrol Aircraft and UH 60J Blackhawks Fleet Air Wing 21 and 22 has SH 60J Seahawks Fleet Air Wing 31 and Fleet Air Squadron 51 have special EP 3C Elint aircraft OP 3C Optical Reconnaissance aircraft UP 3 Cs and Ds for Equipment Test and Electronic Warfare Training and US 1A Sea Planes King Air and Learjets Fleet Air Squadron 61 has YS 11 airliners and King Air and Fleet Air Squadron 111 has MH 53E Pave Low and MCH 101 and CH 101 helicopters.
The Japan Maritime Self Defense Force deployed a force aircraft in the Gulf of Aden off the coast of Somalia to protect Japanese ships from Somali Pirates. The force consists of two destroyers patrol helicopters speedboats eight officers of the Japan Coast Guard to collect criminal evidence and handle piracy suspects a force of commandos from the elite Special Boarding Unit and a P 3 Orion patrol aircraft. On 19 June 2009 the Japanese Parliament passed an anti piracy bill which allowed their force to protect non Japanese vessels.
In May 2010 Japan announced its intention to build a permanent naval base in Djibouti to provide additional security for Japanese ships against the Somali pirates. Construction of the JSDF Counter-Piracy Facility in Djibouti commenced in July 2010 and completed in June 2011 opening on 1 July 2011. The base has an aircraft maintenance hangar and parking apron and is manned by approximately 200 personnel and operates two P3C aircraft.
