After World War II 28 Squadron operated as a fighter-reconnaissance unit with Spitfires as part of the Far East Air Force in Burma moving to RAF Kai Tak, Hong Kong in 1949. In February 1951 the Squadron received Vampires arrive and relocating to RAF Sek Kong moving back  Kai Tak and receiving Venoms in 1954 and multi-role Hunters in in1962 before disbanding in December 1966.

28 Squadron reformed at Kai Tak on 1 April 1968 with Whirlwind helicopters on the renumbering of a detachment of 103 Squadron converting to Wessex in 1972 moving to RAF Sek Kong in 1978 and returning to RAF Kai Tak in 1996 and was the last RAF squadron to leave Hong Kong on the British withdrawal in June 1997 and disbanded.

The Squadron reformed on 17 July 2001 at RAF Benson to operate the first Merlin HC3 helicopters. The Squadron deployed to Banja Luka Bosnia and Herzegovina for its first operational role with Merlins on 1 April 2003 in support of SFOR. The detachment returned on 31 March 2004 and began to prepare for operations in Iraq deploying on Operation Telic on 1 March 2005 as 1419 Flight replacing the Chinooks of 1310 Flight at Basrah Air Station Iraq.

On 3 December 2007 the Squadron formed RAF Merlin Force with 78 Squadron and the Merlin Force Engineering Squadron following the purchase of six Merlin HC3A from Denmark. The Squadron consisted of an HQ Flight two Operational Flights and the Merlin Operational Conversion Flight.
